Can a non-DVC member using someone’s points to stay at Disney book the Christmas party in advance of the general public?

If the early booking is for DVC owners, then it’s no.

Those don’t even require a stay but being part of the group given the early advantage.

So, if the guest is not part of the group…ie: DVC owner…then they can’t.

If the advantage is for guests with onsite reservations, then a points reservation should qualify them.
