Monorail question???

Is access to the monorail avialable at Epcot or the Magic Kingdo even if you don't enter the park??

Yes to entrances and exits to the monorail are outside of the park gates.

Yes. You don't need tickets to ride the monorail, but you would need to pay the parking fee at MK or Epcot unless you are staying at one of the Disney Resorts.
