Our experience on the 30th is ditto what Nank said except Pirates WAS open... we just didn't realize it for awhile. We sat for awhile but noticed everyone was going towards the pirates area -so we went to find out what they were doing. Some were lined up for photos, some for candy even though they weren't handing it out yet- and then found out pirates was open so we rode that.
As for the wristbands- I don't know if they actually checked for them before riding rides. I had mine one and so did my kids- but my kids had them on UNDER their costumes (my kids were Stitch and Power RAngers- both with costumes that covered their wrists and hands) and no one questioned it. I suppose they probably assumed they had them since they were with me and I had a wristband on? But can't be certain... I never saw anyone visibly checking or looking for wristbands on any of the rides. If they did so, they did it very on the sly where you couldn't tell they were looking for them. LOL Also I didn't see anyone getting on the rides without a wristband... except for kids like my own that presumably also had them on under their costumes.
