MK: TTA track and new strobe effect?

I have been at MK a few times in the past few months and TTA/Peoplemover is one of my favorite rides. Today I was there and going past the main sections in front of Stitch and Laugh Floor I noticed some temporarily placed lights along the railing...then at nighttime I noticed there's a strobe effect going across the whole entrance to Tomorrowland plaza from those lights.

Does anyone know if this is testing, or for special events (Tonight was the Pirate/Princess party). They defintely dont look to be permanent, mostly tie downs.
