All they have to do is block off Fantasyland until 9 am. Not that hard to do with enough CMs.
I think that this is what will eventually happen. Fantasy Land will be off limits until 9AM.
Its this scenario of the early morning ADR to get "us" to 7DMT ahead of everyone else, that has led to the Special Early morning "Pay per ride" days Disney is implementing. They see an opportunity based on how people act and they're taking action on that.

Not to accuse the OP of this mentality, but in general I think that you are absolutely correct. What started off as a little perk for guests already in the park turned into a major fiasco.
Folks who did not know that this was a pretty regular occurrence were met with long lines at RD< and they were peevish. Folks who expected to ride and were upset if the ride was not open were upset. Folks who booked PPO breakfasts were upset if their plans were foiled when Disney opened the gates a little early. So problem solved. You want early access to a few attractions....and we know by a few we know you want the Mine Train, for a fee we will give that to you, and two more tossed in for good measure, and feed you too!
The rest of you....we never promised you anything than than food. Which you got and will continue to enjoy.
I really do not think this will have a negative impact on anything other than the freebies will not be there any longer. If Disney thinks that opening the park early will be an issue, they can open the other Lands and keep FantasyLand off limits until 9, which is what teh early entrants paid for. Access an hour early.
