2 misters and 4 arctic ties for $20
I've used the misters and they really did help us keep cool in the Fla heat, they're small and easy to carry, the only issue I had was that they're not really durable--but I paid $ 6 for mine and it lasted the whole trip, that was worth it to me.
I haven't tried the arctic ties but have seen that other people on the boards like them.
