Misinterpreted Signs....

Just saw this on Facebook this morning...

Apparently, a Stop Sign means slow down just enough to see if anyone is coming and then bolt right through it. I work at a school and spend up to 10 minutes every morning waiting to meet a bus. My favorite hobby is watching the stop sign at the end of the street to see how many cars actually stop. Pretty much no one does unless there is a car coming or someone is crossing the street. Otherwise they slow down a little and blow right through. And this is right next to an elementary school at drop off time.

I thought it was a real sign someone took a pic of. Wondered what the real meaning was, as I can't figure out what that could mean, that is all.

These are all real signs that can be taken in a funny way, I can't figure out what is this sign's original purpose?
