Hi, does anyone know if Minnie's breakfast opens before the park for adr's?

No, I'm pretty sure that it doesn't take PSs/ADRs until park opening. The web site says that it is open from park opening until 11 AM.

No, unlike WDW Disneyland does not open ANY of the char breakfasts, and such before park opening. They start taking reservations right when the rope drops for everyone to enter. I wish they would allow PS before park opening, but alas no such luck.

I have reservations for 9:30, is that a good time or should I try for earler?

If the park opens on 9 that day then the earliest other spot would be 9, but if you don't want to have to rush, and fight through the masses getting in at the same time then I think 9:30 is a good time. If it's early entery then it probably opens at 8am, if that is the case then yes I would say grab an earlier time, or you can enjoy the extra entery hour, and hit the rides then head to breakfast. It's all in mainly how you would like to work your morning. If you like the sheer excitement, and being off and running to your breakfast then make it earlier, if you would rather be able to go through the crowds without having it be a crazed ordeal (it does get congested when they open the gates) then I would keep it at the time you have. The earliest PS times are 10 minutes after park opening. Right now, since official park opening is 8am, 8:10 is the earliest PS time. If it's an EE day, the restraunt is open during EE (yes the characters are there) and even if you have a later PS, you can still come in during EE if you have EE. Right now (and I don't see this being discontinued), PI CMs are going out to the main gates during EE to bring non-EE guests in for breakfast during EE time.
