If Minnie Vans don't start taking riders until 6:30am is that still the best way to rope drop MK for a 7:30am EE? When would buses begin from the Boardwalk Inn? Would the bus be a better idea from Boardwalk Inn to be front of the line for EE?

Standard best practice for Disney bus transportation to EE is to be at your resort stop 90 minutes prior. Officially transportation starts running an hour before the park is open to guests, but unofficially buses usually start running earlier than that. It varies, which is why you want to be there 90 minutes prior. if EE is at 7:30 you want to be at the stop at 6. You will definitely be able to get on the first bus that way.

We do also have a car. Could you tell me what time the parking lots open for all 4 parks? I read somewhere that the lots don't open up until 1 hour before EE and that they turn you away if you get there even 10 minutes early?

I'm staying at the Swan next month and will be using a scooter. If we want to be at the Magic Kingdom for the extra morning hours, how far ahead should I try and get my minnie van? I know I will need a specific type for my scooter.

Keep in mind that Minnie Vans can not enter the bus area for drop off at the Magic Kingdom until an hour before early entry. That means if early entry is at 8:30, a Minnie Van can not drop you at Magic Kingdom until 7:30. If you catch one too early, they will have you just wait in the car, or they let you out at Contemporary and you can walk over to MK.
With that in mind, if early entry is at 8:30, I would suggest trying to get a ride from the Swan at around 7:10. It takes a little bit longer to load up the scooter.
