Mini Golf Park Hopper plus and Magical Extras

We have never done the mini golf at Disney. We have both 2 day park hopper plus tickets and the magical extras: "Receive 4 vouchers per package for one 18-hole round of miniature golf."

Could I use the vouchers on arrival day for mini golf and save my 2 plus admissions for the waterparks?

The Magical Extras come when you book a package and are different than your Park Hopper Plus admissions. I believe that you would be using your vouchers in lieu of your tickets, so you should still be able to use the admissions for the waterparks (I am not 100% on that, but pretty sure).

EDIT: Also, I believe there may be time restrictions on those vouchers, so keep that in mind.

Yes! They are separate vouchers (well, they are a part of a rip apart insert you will receive in a mailing ahead of arrival). Read the fine print to see if there are any time restrictions on them - friends received some that had to be used before 4pm but the ones we received did not have any time indicated. It should not take away the waterpark entitlement off your hopper tickets.
