Can you get milk in the refillable mugs at the moderate resorts?

No you have to buy milk. If you have a dining plan it will be included in that .

Only coffee , tea , I think hot chocolate is there in packs. Fountain drinks.

Included as a choice of drink with QS meal (in a carton or sealed container) or as a snack credit.

OP you would not be able to get it in your mug or get refills.

Milk isn’t available for the Mug refills, it should be it’s a drink and most coffee stations at the resorts have milk

It's because milk costs a lot more than soda or coffee/tea. Same for juices.
