There's no military discount for packages. It's a room-only discount. You can purchase tickets through the agent when you book your room. There's no obligation to get the 4-day Salute tickets. Two years ago we booked a room with the military discount and 7 day park hoppers at regular price. If you want the Dining Plan, you can add that too, but it's full price. The agent tried to push purchasing 3 day tickets through her and getting the 4-day Salutes at Shades of Green when we arrived to get the 7 days total we needed, but it cost way more than just getting 7 day tickets. If you want a discount on tickets, you can purchase them at military bases or Shades of Green. I think the savings is around 10% plus no tax. We're not close to a base and we didn't want to bother going to SOG since we were arriving at 10:00 a.m., didn't have a car, and wanted to go to a park while we waited for our room to be ready later in the afternoon. We went straight to resort, picked up our KTTK cards (now you'll get Magic Bands), headed to EPCOT and got a text later in the afternoon with our room number.
You don't need a "package." You can build it yourself through a Disney agent by reserving a room at the military rate, purchasing the Dining Plan, if desired, and ordering the tickets you need for your length of stay. Disney may offer what they call packages, but when you do the math, you're often better off without one, especially if you can take advantage of other discounts.
