We invited my sister on a trip with us this fall. Her husband is retired US navy. Would she be able to purchase military discounted tickets and use them without her husband being present?

Yes. If he is retired (not just veteran) status, and she has her retiree spouse ID with her, and he hasn't already purchased tickets this year using his ID, yes she would be able to buy and activate the discounted salute tickets with her dependent ID.

Yes she would, with her dependent ID. However, Disney does not sell them at their ticket windows. She would need to purchase them beforehand at selected sites such as MWR from a base or Shades of Green and activate them at guest relations.
