Mickey's Toontown in off-season?

in the unofficial guide book, it says Mickey's Toontown doesn't open until an hour after the park. Is this also true in off season?
Tuesday, September 15, we were going to spend EMH in Tomorrowland and then take the Railroad to Mickey's Toontown at 10:00ish when the full park opens. But I want to make sure it opens then and not 11:00.
Side note: I am having a hard time figuring not out how many attractions to put into any given time period on my touring plan. I'm making a guideline but idk if I'm under or over expecting what can be done in a given amount of time. :/
 
Someone can correct me if I'm wrong but Toontown opens 1 hour after the rest of the park no matter the season.
 
I think that's correct....toon town opens an hour after the park opens.

OP: just so you know, if you take the railroad from tomorrow land it will circle the the whole park before dropping you off at toon town.
Im not big on touring plans.....I think the best bet is pick the attractions you really want to do and then work your day around that.
 
That's a slower time of year so you should be able to get a lot done (unless the Halloween parties, etc are starting at the time or you're there on a weekend). We are going a few days before you. How many people are in your group? I tried touring plans for my trip on December but it was too hard to plan with a toddler. I think it's best to have a general idea of what rides are best to do early in the day and then utilize fast passes. Prioritize the rides you want to do first. Also, depends on what time you get to the park and which park has early entry.
 

Most people hit up fantasyland first bc the lines get really long later and the attractions don't have fast passes. When we went before we had kids, my husband and I started with splash, Indy, Pirates and HM. Then big thunder, space and star tours (Matterhorn) was closed. We hit all of those within the first 2 hours. This was late August or early September. Can't remember our exact dates
 
We are going to be there 5 days. I originally was going to do Toontown on day two but after this realization, I may move it to the first day. I'm having a hard time trying to balance high demand (usually with height restrictions) rides and rides DD3 will like so she's not left out of the first several things we do each day, kind of trying to mix them up. I'm sure I'm overthinking all of this.
 
Id try and get ToonTown done as early as possible in the day. It gets so hot with all of the concrete and there's very little shade.
