What is the expected timeline to convert the Great Movie ride into the new Mickey and Minnie ride? Would 18 months be a reasonable timeline? Would like it to be operational on my next trip. Nothing is booked yet.

Looking at how they are designing it I would say close to opening of toy story land. All they are using is screens. It would be very likely they will use the same track already in the building saving money.

TSL is slated to open next summer, no way MMRR is using the same track nor is ready by then. I would be interested in knowing your source for the design details.

I saw no announcement for any real design details although the film appeared to use screens since it had likeness to castle projections. There will have to be way more than that if they want any good responses. They also said no 3D glasses so that forces them to up design. They explained nothing about the car ride system, and while they might, I think if they do keep the cars there is NO WAY it will feel like a "runaway railway" since my turtle walks faster than those cars.
If it were going to be done by next summer's TSL opening they wouldn't even need an end date since undated permits are good for 1 year. The big permit filed this week has an end date of October 31, 2019. I would bet it will be pretty close to this date since those permits are pretty serious.
Why can non-Disney construction companies build 50-60 story skyscrapers in 12-18 months and Disney can't overlay an existing structure in the same time?
