Mickey head icon as a mouse pointer

Anyone know how I can do this? I saw someone here on the forum had a spinning mickey head and I though 'oh how cool would that be to have as a mouse pointer'. I have no clue how to do it though. ANyone have any ideas?

Let me preface my question with this statement....I am somewhat of a computer novice so........ do you just need to download these cursors and they work or do you have to do other things? I would love to have one of them...Anyone care to give me a tutorial lesson? Please?
