As far as schools it can get pretty complicated. There are the Memphis city schools and Shelby county schools. They are always on the verge of consolidation. Some people like to move out to the county (suburbs) and send their kids to school because they feel they will get a better education.
However, the city schools have optional programs that your child can get into (if you do not live in the school district that you want your child to go to.) The optional programs are really honors type classrooms or art programs.
Some of the best schools are Grahamwood Elem., White Station Middle, and White Station High school. Colonial Junior High is a great arts school. The link below will give you info on all the city schools.

Our sales tax is 9.25% . We do not have a state income tax.
Right now the job market is down as I am sure much of the rest of the country is.
I'm not sure what to say about housing. There are a lot of great suburbs if you do not want to live in the city. Some of the better suburbs are Germantown, Cordova, Collierville, or Bartlett. There are a lot of newer homes in those areas. If you like older homes then Midtown area, Cooper-Young, or Central Gardens are all great areas inside the city that have very nice older homes. Not sure what your price range may be but there are also a lot of great middle class areas inside the city as well.
