meeting cat in the hat

do characters like Cat in the Hat, Thing One, Thing Two, etc. walk around Seuss Landing or have a meet & greet area there? i think i read that they're at the character breakfast but i'm wondering if we can meet them in the park w/out going to the breakfast?

They are usually wandering around the Suess area. We have seen them tons of times.
