I think the question you should ask is how fast can DH get to you in an emergency? The example given with 4 days in foster care is extreme. You are not a single parent so DH will not have an issue getting your DD. I'm assuming he'd also be willing to get on an airplane and get to you ASAP?
The speed at which DH could arrive would probably depend on what time of day an emergency happened as that would determine what flight he could get out of WI but without a doubt he would do everything possible to get to me and DD ASAP.
We have very good friends that live in southern North Carolina and would hop in the car and drive down immediately and would most likely be able to arrive more quickly than DH in a few hours. My emergency papers would include not only my friends' contact info but also a notarized (my mother is a notary public) instruction that DD is to be released into their care if my DH has not yet arrived. I called them today and mentioned that I was putting together an emergency plan and even before I could ask, they said that they would come immediately if anything were to happen.
I liked a PP's idea of bringing a copy of DD's birth certificate, too, just in case it's needed either for her or to prove that DH is her father so that she could be released into his care if it came to that.
