Mechanics of Points Transfer

Sorry for the basic question--but I've had difficulty finding information on this.

How does a points transfer work? If you are paying for a points transfer is there a 'common practice' that people should follow? Is there a way to validate the transferor's status prior to agreeing to the transfer?

As you can see--I just don't get it.

I just did a point transfer fr the first time and we did a 3 way call with us (the two DVC members) and MS. MS took our information and facilitated the transfer and that was it.

Note technically it is not allowed for money to change hands. Let's just say if you gave your good friend a gift before you happened to do the transfer, there is no need to mention such unrelated things to MS.
