Meal Deal question

We are leaving for Universal a week from today...we have pretty much decided to do the Meal Deal ( going with four teenagers). I was looking at the partisipating resturants and saw that each park has a "This restaurant is only included in the Meal Deal when the parks are extremely busy".

My question is....how do you know you can go to these places or not?? What do they consider extremely busy? :confused3 :confused3
 
We purchased the meal deal for IOA last Wednesday (during the week after Easter) and I would assume that it was considered an "extremely busy" time. That day the 4 participating restaurants were Captain America, Comic Strip Cafe, Burger Digs and Circus McGurkus. Most of the offerings were the same at each place. Chicken, Burgers, Pasta or Pizza. At Comic strip Cafe there was additional items like fish and chips and sweet/sour or beef/broccoli.
