This should pretty much answer your question as to why teachers/administration does group punishments.

To punish kids who don't know anything about a certain incident? Or to punish everyone hoping the little frigger who did it is at school that day? If he/she is at school, he's probably giddy thinking about how HE/SHE caused all this hate and discontent- what a powerful feeling!

Sometimes they do, sometimes they don't but in this case they certainly can't NOT address the problem.

It's a fact of life that you can't always "solve" this type of incident, but you can prevent it from happening again.
