Marriage Proposal! Is the Bridge over Finding Nemo Still Open?

Future son-in-law is planning marriage proposal. So far, he really loves this as a potential background for their proposal photos (Please see attached photo). Can anyone tell me if 1) this is taken from that bridge over Finding Nemo, and 2) Is it still accessible? THANKS!!matterhorn.jpg
 
There is no bridge over the lagoon. There's the monorail platform, but that's not the view and the monorail can go down frequently, or be very crowded on the platform. Since that image was taken by a Disney photographer, it was likely after hours and from an area not accessible to guests. You can see the Matterhorn from the former motor boat ride platform between IASW and the Fantasyland side of the Matterhorn. It's now a seating area and would likely be less crowded than anywhere else with a view of the Matterhorn.
 

I was thinking you might be able to get that view from the ramp leading up to the monorail platform, but I really only try to check out the view when the lagoon is drained. I don't think you'd get a good, unobstructed view when you try to insert people. In the same blog post where the pic from the OP came from there is also a pic from the back of the motor boat dock and you can see the railing at the seating for a perspective on where people could stand to have the Matterhorn in the background.
 
Thanks for all the input, I sure appreciate it! We're fortunate enough to have more than one day in the parks, so her soon-to-be fiance and I are going to spend the first day secretly scouting out good locations so he can pick one before the actual proposal on the 2nd night. So exciting! :)
 
I agree with several of the previous posters: that angle is likely inaccessible to guests. However, you'll get close on the Monorail entrance ramp. Be advised: it often closes at various times throughout the day. I'd check with a cast member on or near the Monorail entrance. If you explain/your future SIL's plans, I suspect they'll be as accommodating as they can be. Best of luck!
