I am almost at my 180 day mark. (Tomorrow night I think) and I want to start making ressies. We are going to be a family of 4 and have all out plans nutted out and know we will either be at the ressie or will call and cancel. Joining us will be our niece, her hubby and two children. I want us all to eat together but I am not sure if they will make every ressie. Can I book a party of 8 and then have only 4 turn up without incurring charges? or should I make 2 bookings for 4?

No one knows for sure. Some call center CMs say there will NOT be charges for partial parties, others have said there will be. Until we start getting first-hand accounts one way or another, it's hard to say anything for sure!
