Making a noise complaint

I live in an Apartment. The neighbors in the next building have their music up all of the time and I've been asking them to stop for 2 weeks. I can even hear it with my television on. I've called the land lady 3 times and nothing has been done. I called the cops once and nothing has changed. After 10:00 pm you're supposed to keep it down in the town I live in but this is all the time. Can I still call the cops of them if it's bothering me, I've asked them to stop and I've asked the land lady to tell them to stop and nothing has been done?
 
At this point, they probably enjoy pissing you off.

Think really hard about whether or not you wish to make enemies of these people. They're usually punks, but punks can be troublesome creatures.

If you do want to dig in your heels on this, call the cops and ask them if they wouldn't mind going over to your neighbors house and telling them to turn down the music next time they have nothing else to do. It helps a lot if a bunch of other people have called first.
 
If I was in your situation, I'd be calling the cops every night after 10 when the neighbors are clearly breaking the law. If nothing happened after 2 or 3 nights, I would be on the phone complaining to whomever is in charge of the police in your area (city commission, county commission, etc.).

It's a pain in the rear for the police to enforce these ordinances, and they may hope you will get discouraged and stop calling them. Keep calling them!

I live close to the University and would be miserable if our noise ordinances weren't enforced. The ordinances have done wonders for noise pollution in my city.

Well the thing is one of the guys who lives there is pretty nice just kind of trashy and out of control sometimes. I have a friend who is over there a lot [who happens to like me a lot] and he's asked them to stop as well so I don't really think they're doing it just to piss me off.

They don't do it as much after 10 as they do just all of the time. The real problem is the fact that they live in the next building and I can hear it. I never hear the person right next to me or the person below me!
 
If the building they're in is part of the same apartment complex that you're in then you should talk to your landlord or the apartment management every time they get too loud. If it's not, I would keep calling the police every time they are too loud. (I assume your area does have guidelines about acceptable noise volume. You should find out for sure, though.)
 
We tried getting them to enforce a noise ordinance, but the police have to measure with a decibal meter and it has to be over a certain amount. It's practically impossible to enforce.
