It may be beyond the concept stage. Here is a aerial picture from back in October. Besides the walled off area they have also removed some backstage infrastructure from the area at the top of the picture which is where the new bypass is supposed to start.

What is a Main Street USA bypass? Sounds like a highway.

A themed walkway from Tomorrowland to gates by Tony's to bypass Main St./the castle hub during parades, shows, etc. They presently use this backstage area to move guests out of the park at peak times. It will get themed and be available most if not all the time.

Assumptions are it will be something like the Liberty Arcade at Disneyland Paris.

The Way the area is blocked off in the photo makes it look more like some kind of additional building will be built in the area. Probably something like a storage area for items sold in Main Street shops instead of the passageway. There's also a passageway on the other side of Main Street that is presently used to get the floats back to the staging area which could be easily turned into a pedestrian passageway if required.
