The downtown city areas of both Halifax and Saint John's are congested with traffic, as they were doing a lot of construction in both cities. In Halifax it took us a good 20 mins. to get from the Citadel back to the cruise ship terminal.
On the way to Peggy's Cove and Saint Martin's we didn't encounter any sort of traffic as we took highways and then local roads.
Although I can't guarantee there wouldn't be traffic when you go. To get to Saint Martin from Saint John's it took us I believe 90 minutes -- there was heavy fog and we were on a huge bus so the driver had to slow down.
