Our plane arrives at 9:00 pm. When can we expect or bags to arrive at our room?
 
The DME information says it can take up to 3 hours for them to arrive in your room. I'm not sure how long it really takes at that time of the night.
 
That late I'd get the bags myself - don't put the yellow tag on the luggage and go pick them up at the luggage carousel. That way you'll have your luggage and won't have to wait up for it.

It could take up to 3 hours after you check in at the resort for them to arrive there so it would be pretty late.
 
I would go claim your own bags at that hour of the night, it can indeed take 3 hours. If you are Ok with waiting til midnight, fine but be sure to tell them at Check in that it is OK to bring them at that hour or they will wait til about 7 am and call you to bring your bags to your room. We always get our own bags now if arriving after 5pm
 

Rather than wrestle with your own bags, just pack whatever you're going to need for the first night in your carryon, which is a good practice whenever you travel. At the hotel, tell bell services to hold your luggage until you call in the morning. To be sure you're not interrupted that night, put the "Do not disturb" sign out before you go to bed.

In a carryon, pack what you need for the night and the next morning if you are planning to leave early for the parks. I've done that before when I was arriving as late as you are and then didn't have to worry about it. On our trip last Dec we arrived at the resort around 8:30 and I assumed we would get our bags before we went to sleep. When they hadn't shown up by 12:30 I called the front desk and was told as long as we didn't put the Do Not Disturb sign out they would be delivered. I dozed on and off all night halfway listening for a knock at the door that never came. I wanted to get to the parks early and we had no clothes. At 4:30AM I called bell service and was told the information from the front desk was incorrect and they no longer deliver bags at night unless they received a specific request. So if you do want your bags on you arrival night be sure and let the CM know when you check in and maybe even call the "luggage" number when you get to your room just to make sure.
 
So many variables here. If you arrive, ontime, at 9pm, that means you won't be at your resort until about 10:30, possibly a bit sooner. So, if you arrive at 10:30, you can expect your bags to be delivered well after midnight!! And, add to that....depends on which resort you are staying at. The value resorts just don't do luggage delivery much later than 10pm. The moderates are a bit better, with the deluxes having the best luggage delivery service. BUT....there are no promises that your bags will get to you in a timely fashion. WDW can, and does, change it's policies without any notice.
So...with that in mind.....pack a carryon bag with anything you may need for the evening, and early the next morning. Then, when you arrive at your resort, tell them to please hold your luggage until the next morning. Stop at Bell Services/Luggage Assistence (depends on which resort you're at), and tell them the same thing. Then, when you get to your room, hang out the 'privacy please' hanger on your door. That way, if someone misses the note that you want your bags held, they won't disturb you!!! There should be a message on your phone, when you wake up, telling you that your bags are ready to be delivered.

Or, if you don't want to do all that, just don't tag your checked bags and get them yourself at baggage claim, and then bring them to the DME bus with you. Be prepared to tip the driver though.
