Yes and No....

No...because it is not "free" now...everyone that stays on property pays for it as part of their hotel costs.

Yes...you will never see an extra charge for it. People use this service because it is "free" instead of renting a car. If they don't rent a car, they don't leave property. Even if they charged $20 per person, suddenly, a family of 5 would say "Well, if I have to pay $100, we might as well rent a car." Then, they would start eating and shopping off site...heading over to Universal...etc. This "free" service has been a boon to Disney, and I think they are smart enough to know it. (That's the extension.)
