It means that the fog is just water vapor, so it really shouldn't cause a healthy person any breathing issues. Yes, those with Asthma and other breathing conditions may have a hard time, but unless there was a serious malfunction (which would have likely made them stop the show) it shouldn't cause most people any issues and in fact for some it may help them breath easier.

They didn't stop the show, but it definitely didn't feel like just water vapor to me. I don't have any breathing issues and it was making it difficult for me to breathe. I just won't go near the front now to avoid being near it.

How overly strange, I find the fog is normally quite nice and never see anyone having issues, so this seems odd to me.
