Can you get a magic band for purchases and park entry only? We’re going in May but not staying on property. I understand you can buy them for $12.99 is this correct?

You can purchase magic bands.
You will NOT be able to use them for purchasing things if staying offsite as that feature it tied to your room reservation.
You'll be able to use it for entry, FP+, photopass etc.
Not sure the going ate for plain colors anymore. But yes they are AROUND $12.99 ish.
