Headed back to DL after being away for 10 years. Does DL have magic bands like WDW?
How early can I / should I reserve dining?
Going to DL for week in Oct and hope to catch the Halloween Party. When will those dates be announced?

No magic bands yet. Although they have said that program is coming to DLR in 2016.

You can reserve dining 60 days out.

I'm thinking late summer for MHP dates dates? Although I'm sure Sherry (who runs the Halloweentime thread) will be along shortly to confirm.
 
At this point, DLR has not implement the Magic Band or FP+ system that is currently in use at WDW.

As others mentioned, dining ADRs becomes available 60-days in advance via the phone or online. They aren't nearly as difficult to come by as WDW. You can often find a wide selection and pretty good times close to the day itself (except perhaps Blue Bayou).

MHP dates are generally announced in mid-summer (last year it was early July, but with the 60th anniversary on July 17th, it's possible that this year's announcement will be delayed until after the 60th). Unless there is a major shift in the party schedule this year, if you're going for a week in October, you stand a pretty good chance of catching one (probably two) MHPs.

Check out the Fastpass Encyclopedia thread. It' provides a pretty good overview of the FP system.

The biggest caveat I'd make (to the Encyclopedia) is in regards to the "connected" and "disconnected" section. None of the attractions in the parks are disconnected anymore. The nighttime shows (e.g., WoC and F!) and character meet and greets are still disconnected and the two parks are disconnected from each other, but all attractions are connected to their park's system. This will make more sense after reading the Encyclopedia.

Yes that is correct.

You can also get FP for Fantasmic and WoC which are not connected to the FP system.
