I don't know of anywhere else but I believe 1900 Park Fare has made to order omelettes.

At Fresh, not only is the omelette made-to-order, you select what goes inside your omelette from the fixin's bar.

Agree with Fresh at the Dolphin, I love the fact that you can just load up a bowl with the extras you want inside them. Bonus is the juice bar.

The Garden Grove buffet also has a made to order egg station. One of the best values IMO, especially if you go when characters are there. And they offer a AAA discount.
