Looking to rent 69 points - BWV - 11/1 -11/6

Newbie to the DVC - looking to rent 69 points for studio at BWV for a vacation on 11/1/2005 - 11/6/2005.

I've been reading up on how the renting of points works but still have a few questions:

How do I know if BWV has availability the week I am looking for - does the person I'm renting points from have to check or can I? If BWV is booked up, would also be interested in BCV or WLV - 82 points.

Once the points are transferred are there any other costs (fees, taxes, etc)?
