If you opt for Busch Gardens Williamsburg, there is also a Great Wolf Lodge just an exit up the road from the park. I don't know what your budget is, but the room rate includes their indoor waterpark for two days (great option if it rains while you're there).
The Metro Richmond Zoo is a really wonderful zoo in the Richmond VA area too if you consider heading that way too.
I'm in your same boat. We're in PA and trying to figure out what to do that week that won't bust the bank. Hershey Park isn't open for another week, and we're actually doing Busch Gardens a little earlier because of a great rate I got at the Wolf Lodge.
Another option on tickets for Busch Gardens.... If you go to Sesame Place's website, you can get a 2012 season pass for 25% off (157.50) until March 1st, which will get you into Busch Gardens, Water Country USA, Seaworld and Aquatica all year (might be an option if Seaworld is part of your Disney trip this fall). Check though, sometimes they say you have to FIRST use the pass at Sesame Place, but I think they make an exception since they don't open until late April.
