I am staying at Santa Fe hotel only 1 night then taking the TGV back at noon in August.

I want to maximize my short time in the parks with the EMH. Can I take my luggage to the park gates for 8:00 AM and store, either at the park or the train station? What is the cost of a locker and do you need coins?

Is it the same bus that goes from the hotel to the park and TGV station?
 
yes, you can store your luggage either at the park gates or at the train station from 8am.

The luggage store at the entrance to the main DLP park costs 5 euros per case, and 3.50 euros per bag per day. The train station lockers vary in size, ranging for 7.50 euros upwards to around 10 euros for the day. The 7.50 euro lockers are big enough for 2 hand-luggage type cases with room to spare. The train station locker room is manned, you do need coins but you can get change from the machine there.

Its the same shuttle you get from your hotel to the parks and the train station (the terminus for all the shuttles is right outside the train station).
 
Is it lockers at the park gates or you leave it a guest services?

its a luggage room right next to the Guest Services office at the main entrance to the park. Its manned, you hand over your cases, get a receipt, and then come back for them with your receipt when you're ready to leave.

Give yourself plenty of time to do this, as folk also use this facility to leave coats/souvenir bags etc if they are day visitors, so you will experience queues at this office during the main park day (in fact, we queued for more than half an hour to retrieve our luggage from there at noon on a Saturday - so maybe in August it might be worth your while doing the 5-minute detour to the train station lockers in the morning, because you won't have to queue or rely on anyone handing over your luggage to you on your return, its self service).
