I imagine there are lockers at Hagrids - do I have to use before getting in line or are they in the queue?

Yes, you eventually get into the locker area after being in line. Word of advice, it is kind of chaotic. Don't worry about people getting in front of you in line. People get really agitated about people "jipping" in line in the actual Hagrid's line with the people merging in from the queue area and it really isn't that big of a deal. The team members do a good job of controlling access into the actual queue so there is no need to panic that you are losing your spot.

Just confirming, 3-prong waist packs are allowed on this ride, correct? Still just RPR and Hulk that everything must be placed in lockers?

The lockers are in the queue. You get in line in the Lost Continent and then the line walks in front of the Hogwart's Express. Eventually you will reach a TM who will tell you to go to the locker bank on the right side or the left side of the official entrance.

Is this right before the actual ride? I wasn't planning on riding, but heard the line had some fun Harry Potter themed references. Would this be the perfect spot for me to leave the line and take my friend's bag to wait for her while she rides?

Technically, the lockers aren't in the queue. They are just outside of the planned queue entrance. It's just that, at least for now, the queue extends past that point.

We've been a few times and we've always gotten split up at the lockers. I grab the bags and go through the locker while my wife (and other family when they are there, too) continued around the outside where TMs told them to keep moving.

When I walk out of the locker building, I can't find them because they are way ahead in the queue. I either 'excuse me, pardon me' my way past 20 - 30 groups or I hope my wife just stops in the queue and waits for me.

So non-locker people don't lose their place in line, but the designated locker person does.

I can't blame the TMs for keeping the line moving, but it does create some confusion and the potential for people to get mad at others that appear to be jumping the line.

You should be able to join them in the queue with the bags. You'll have to tell every Team Member you come across that you're not riding, and then when you get to the room with the motorbikes above you, you can exit there and wait for them.
