Due to a combination of budgeting and fussy eaters our plan is to take packed lunches when we spend a day at a Disney park for our Easter 2020 trip. We will then eat a quick service meal in the evening. I understand there is a locker service for $15 per day which we would leave our food in while we tour. My question is are we going to be able to always get a locker, or is there a possibility we might turn up with a bag and not find a locker?

In the parks there is no overnight locker rental. So unless you get there mid-day, you can get a locker as I always have.

Usual rules apply to food brought in:

Soft-sided cooler or hard within stated size limits
No alchohol
No glass except baby food jars
Etc.

You will have to go through the security/bag check with this stuff so it will get sorted out (if needed) before you get to the park.

There's always a locker. I mean, running out is obviously possible ... I've just never seen it happen.

They can and do "run out" of lockers all the time.
(Depends on certain "conditions" that make lockers more in demand.)
But, there will also be guests exiting the parks at all times of day and evening, so if all the lockers are being used at a given park, some of those lockers will become available as exiting guests turn them back in.

I've always been able to get a locker - regardless of the time I arrive. I'd think if you are arriving at park open time - you will probably be fine. Note - you might want to think about your EPCOT plan. No way I am walking from the American Pav at noon to get our lunch in a locker at the front of the park. And given I'm one of those folks that has rented a locker and given one up by 11 am (hopping to another park) - I don't think the lockers will ever stay 100% full for hours.

Also no ice! Freezer packs only

the small locker is $10, large is $12, jumbo is $15

Thanks, that's good to know. So I take it, they allow completely frozen zip lock bags, not zip lock bags with loose ice in them?
No, just fill the zip lock bags with ice. The Ice needs to be in the bags, so it's easier for security to check through your cooler. Most rooms on Disney resort have mini fridges but no freezer.
