It is at the Magic Kingdom in the AM on select days. Normally an hour before open.
Fantasyland is the only land open. Just a nice way to do Fantasyland a little quicker.
You don't have to have a child to enter, but that is the target audience.
Magic Kingdom isn't doing it at the moment... they do it select days between August 26th and October 28th.

Philharmagic
Why? You get the top three most popular attractions in FL out of the way, right away.

I'm pretty sure it's Sunday, Wednesday and Friday (the 3 days a week that none of the parks have regular AM EMH's). And it's more than just Fantasyland being open. There are also a ton of characters out playing with the kids and riding rides with them. The characters don't sign autographs, or even really pose for pictures, but the interaction with the little ones is unmatched. Peter Pan and Wendy played follow the leader with a group of kids, then they each picked one child and rode Peter Pan's Flight with that child. We rode the Carousel with Goofy, and danced with Eeyore. It was one of the highlights of the trip for my kids. Even my almost 10 yo dd can't wait to go back for LOMH.
We did this last year. We had it planned for one of the days and my dd loved it so much that she decided to do it again on a second day instead of the Playhouse Disney character breakfast. She played ring around the rose with Minnie and Daisy. Follow the leader with Peter and Wendy and also Duck Duck goose. Simon Says or Hooky Pooky with Snow White. She rode Snow White with Snow White, Peter Pan with Wendy and almost rode a ride with Goofy but he had to go. It was the most wonderful time we have ever had at Disney.
We will be there this September again and I am now reworking our schedule.
but, it doesn't look updated to include the concerts yet for this year. Last year was awesome. My kids loved it. We made it to the Pooh ride right before Pooh hopped on with another little girl. It was super cute. We were riding in back of pooh...ds was thrilled!

If my memory serves me correctly, I think they started the concerts in August last year, but with free dining being pushed out, I bet Disney pushed out the concerts too. I don't think the concerts went into October last year, but I could be wrong. Either way, that's good news for the Food and Wine folks and Free Dining crowd
