“Resort options may vary depending on your state of residence.”

Did they always have this on the add-on site? Who are they restricting and why? Not that I was looking. Lol.

DVC has to register each separate time share resort with every state in order to sell to residents of those states while they are at home. If DVC is not registered in a state, the residents of that state can only purchase while at a physical sales center (like at WDW).

Different states have different rules about soliciting or selling timeshares across state borders.

Plus, Disney also has Hawaii and SC for sale, so all that is mixing with all the other state rules. It's definitely possible that DVC or a particular hotel doesn't meet all the requirements of that state.

I also believe that these time share sales registrations need to be renewed (possibly yearly). DVD (the developer) may not want to deal with this for every US state for the older resorts.

I live in WV, and we aren't allowed to buy any of the 11 older resorts direct from Disney. We can only buy the newer ones because one of our state laws restricts timeshare sales. We can buy them if we are at Disney World, but not if we are home.

Yes. They haven't renewed many of the older resorts in a lot of states. AFAIK they do always have the current ones registered for sale in all states though.
