Limited Capacity in 2021? No inside/oceanview rooms on certain cruise?

I was looking at a Sept 11, 2021 cruise and when looking only veranda rooms are open? Is this by design? A glitch? All sold out?

I would only do a veranda anyways but wondering if this cruise is actually planned to be limited capacity maybe?
 
Of course nobody knows for sure right now. But I would suspect that they will offer those rooms if they’re not needed for Covid spacing requirements in the future. A little advance planning to be ready if necessary.
 
I wonder if they are blocking rooms so they can make it so families can be guaranteed to have their own table at dinner times due to COVID-19.

I'm thinking that the lower category rooms are being used to accommodate crew, since 2-4 in a room (normal crew cabins) would be against distancing protocols.

That, combined with crew needing more space, is probably it.
 
The German cruise ship Mein Schiff ll recently sailed with only balcony cabins occupied. Maybe just in case you're quarantined on board you're not stuck in an inside cabin.
