We have a ceiling light fixture outside our front door. I brought a cover for it where the bottom of the cover is open but it states on the box that it is for indoors. Would I be able to use outside?

If it is listed as for indoor use, it is not sealed against moisture, and, if moisture got in, it could short out the light, the breaker. Moisture could come from a variety of places, not just rain, but, blown water, or, humidity

But the bottom is open where you can replace the light bulb with the cover still on.

I am thinking the insulation on the wiring would not be enough to withstand outside temps and it could either completely ruin the fixture.....or, perhaps, start a fire.....I am not sure about the fire part.....just a guess.
