In the song, "Watered Down", at the end, who says that speech? ._. It can't be the band who says that....lol.

Not sure. I don't think they used the whole speech, from this: http://theused.net/forum/used-news/watered-down-going-cross-differences it looks like they just used that part on the leaked version and the (album?) version on their website right now for the Twitter thing stops at "cripple" I think.
