I rarely see any one in the fast lane in my area going anywhere under 75 (65 zone) unless itis a total freeway slowdon due to accident or typical commute times.
I agree that people should not drive who are angry and that many people drive way too fast.
But by staying in the left lane when I'm not going the speed limit and/or passing, I'm not going to change their mood or their speeding. I'm only going to piss them off that much more and encourage them to pass on the right, creating a bigger hazard.
If I am in the process of passing, though, and I'm just not doing it as quickly as the person behind me would like for me to do it, I complete my passing before I get over to the right. I'm not going to risk the speeding ticket just to drive as fast as they want when I am passing someone. But I do show my intent to get over as soon as I am able.
As far as drivers from other states, I haven't noticed a difference. Not that I'm out there looking that much. This summer I've been driving on I270 a lot between Montgomery County, MD and Frederick County, MD. Along that stretch there are a lot of out of state drivers, especially PA drivers. I can't say that I've noticed that PA drivers are any worse than any other state. When we took a road trip to Ohio we saw lots of bad (and a lot of good) drivers and i didn't notice any worse ones from any particular state.

People need to lighten up and don't get their underwear in a bunch over things posted in an internet forum!

No, it doesn't get the person to move over and I'm sure they don't see me pointing, but I feel better.
