We went one time at opening (I think about 11am) on a weekday in January and there was us and 1 other family there the entire time. We had so much FUN attention from the cm's there. Really any "non-traditional" meal time is good. It does get a little crowded in the evenings for ice cream, but in Feb. when we were there, we waited maybe 5 minutes for ice cream around 8pm.
I agree, I think 11:00AM would be your best bet. We just returned from our BCV stay last week and there was many waiting to be seating always. We got right in to the counter one evening around 9:00PM, but that is because we ate at the counter. This is not an option with little ones though as the counter can not accommodate highchairs or boosters.
We were there in mid-Sept 07 and early May 08 and found that around 4pm was a good time to get a table. And we often sit at the counter when it's busy. The busiest time is right after the Illumination.

We went at 4:00 and had a long wait for a table plus a long wait for service once we got a table. I think its hit or miss - although after Illuminations is ALWAYS going to be busy unless there is something really unusual happening.
My DW and I got in for the first time at around 3 PM one afternoon in late June with only a five minute wait. It was the first in many attempts that the wait was not Loooooong.

I agree, this is very important to note. If you are a party of 4 or less with no need for a highchair or booster, you can get in much faster. Only tables can accommodate highchairs. Counter service and booths CANNOT accommodate highchairs, so if you need one, you have to wait for a table and I believe there are only 6-8 tables. Each table seats 4, so if you are larger group, you have to wait for 2 tables. There are only 3 booths.
We stay at the BCV and from dinner on it is busy every night and that is in the first 2 weeks of Dec. We stop by for ice cream on a semi regular basis and the line for that is usually out the door. Lots of times we just leave if it's really slow.
