Least busy lunch times?

I read a suggestion somewhere that said it's a good idea to make ADR's for less popular times of day. What would those be? I would assume the 3pm hour? Most of our lunch ADR's are 1pm. Is that a busier time of day?

we always get the very first available lunch time (when the place opens) - that way, the restaurant isn't busy/noisy - yet

(we do the same thing for dinner, too - we like eating early! )
