I agree with Deb & Bill, a "Welcome Home" booking does not magically create last minute availability. It may have been possible in some very specific circumstances, like if your desired resort had turned rooms over to cash for breakage inventory (rooms not reserved by DVC members) or if there is extra inventory held by the developer. Last minute bookings, even for "Welcome Home" does not really guarantee specific availability. And they surely would not relocate another member that booked earlier to accommodate a "Welcome Home" booking.
