LOL, I do! It's too cold in the winter for bare legs!
It's also a generation thing. I bet the woman in the elevator was an older woman.
My mom is in her 60's and lives in FL and STILL wears hose even in summer!
But.... two things she taught me while growing up. 1) A lady never goes out in public with wet hair and 2) A lady always wears hose.
Not sure why those two things have stuck with me all these years, but they have.
I've ditched the hose in the summer. Can't do it. Besides, my legs are nice and tanned and look like they have hose on anyways. I've had a friend pinch my legs before thinking I had hose on when they were bare.
But like I said, I DO wear hose in the cooler months.... usually a sheer black with a black heel.

Or, they can buy spanx... no undergarments necessary and no hose down to your toes.Might be a "generational" thing.
I tend to think often it's more of a "fit into clothes" thing.So called older or younger women can both have obvious, unattractive panty lines. Hose can help a little in these situations. (Or, one can do the smarter thing and purchase clothing in the right size--then it's easier to be hose free.)
This wouldn't have worked at my old job. I was given the responsibility every year of telling our summer college employees that even though their belly buttons or toes might be cute, we don't want to see them. No, because you wouldn't be wearing open toed shoes or sandals in cold weather. Or at least I wouldn't!
