Kona Island DP Question...

the Dis hasn't updated their info on this. (It says they don't take DP) From what I understand you can use the DP at Kona Island for sushi. If you walk up and don't need ressies why is this counted as a TS?

Same reason that Beaches & Cream or the bar area of any restaurant are counted as TS. You're served your food by somebody at the restaurant. Whether you're sitting at a table or a bar, somebody is fetching your drinks and food, placing them in front of you, cleaning up after you and taking care of your needs.
