know anything about rome? (long)

I'm just curious, but unless you have a job or go to school and have specific permission to stay with a Sojourners permit.......isn't the longest you can stay just 3 months? I know my friend almost got sent back to the States because she did not have her Sojourners permit and her 3 months was up. (military dependant). I went back to the States last summer and on my return flight (military flight) I was turned away unless I could produce the Sojourners because my Visa was expired. Maybe military works differently.
